Begun as a lakefront subdivision in the 1920's, Clearlake Oaks was first known as Stubbs. Residents who turn off Highway 20 onto Island Drive, just west of the commercial center, will find a tiny county park, a bait shop, and two campgrounds on Stubbs Island.

A variety of lodgings, restaurants and shops are available. Elementary schoolchildren attend school here; older youth travel to schools in Clearlake and Lower Lake. Just east of Clearlake Oaks, Sulphur Bank Road connects Highway 20 with the western areas of the City of Clearlake. The winding route, with or without side excursions, provides some of the county's best vistas. Not far from "the Oaks" is the inactive Sulphur Bank Mine, an area once extensively tapped for mercury.

The Elem Indian Colony, on the lake off Sulphur Bank Road, is home to Native Americans of Pomo descent. Offshore from Elm lies Rattlesnake Island, the largest of Clearlake's islands and one the site of a major Pomo village. Rattlesnakes no longer trouble visitors, thanks to a herd of swine imported for the purpose. The island remains significant to the Pomo, who believe that spirits of ancient tribal members still inhabit its oak woodlands. The island is now the property of Boise Cascade.

Each Independence Day, Rattlesnake Island is the site for a local fireworks display. The Clearlake Oaks community also hosts an annual catfish derby in June.
